Abu Dhabi Traffic Police and VITRONIC have concluded a contract to build an automated enforcement management system. The project, which covers the entire Emirate of Abu Dhabi, will consist of a network of more than 500 PoliScanspeed spot enforcement systems and 120 PoliScanseco point-to-point enforcement systems.
Besides the enforcement hardware, VITRONIC will also deliver a range of software solutions for interconnection of enforcement sites, case processing and management of the enforcement assets.
"We have chosen VITRONIC as the strategic partner in implementing the most advanced and comprehensive automated enforcement system in the world," says Brigadier General Hussain Al Harthi, head of the Traffic and Patrols Directorate at Abu Dhabi Police.
"It includes a variety of unique features such as tailgating detection systems, average speed enforcement and anti-vandalism systems."
"Besides these features, the VITRONIC systems will also help to enforce traffic rules for motorists driving on hard shoulders, time-dependent lane and class-specific vehicle bans, as well as vehicles that impede traffic flow," said Youssef El Hansali, CEO of VITRONIC Machine Vision Middle East.
"As far as we know, this is one of the biggest single traffic enforcement projects worldwide. It is also a preview into the future of traffic enforcement, where you no longer have a simple stationary speed camera but a smart and flexible enforcement network that is connected to an operating center and allows the police to react to all major traffic hazards."
The project is the result of an in-depth collaboration with Tatweer, which is the exclusive partner of VITRONIC in Abu Dhabi and other countries of the Arabic world. Tatweer combined its expertise and in-depth understanding of Abu Dhabi’s traffic safety challenges to successfully distinguish the joint proposal from all the competing bids.

Extensive field testing across six lanes
"Preceding the contract VITRONIC won one of the most complicated field tests that have been held in Abu Dhabi," explains Captain Ahmad Al Mohiary.
"Four of the most advanced traffic enforcement technology providers participated in the field trial where VITRONIC got the highest score and highest detection rate." The test was comprised over 20 enforcement and violation scenarios across up to six lanes simultaneously. The PoliScan system was the only speed enforcement device in the test setup that was able to document six vehicles speeding in parallel on all lanes.
Comprehensive management software
To enable the Abu Dhabi Traffic Police to efficiently handle the large quantity of cases generated by a system of this magnitude, VITRONIC will supply and set up its two enforcement management software suites, namely PoliScanconnect and PoliScanoffice Pro. With PoliScanconnect, the police can transfer all case data online and at the same time monitor the status and settings of connected devices in real time. PoliScanoffice Pro will become a central tool within the Abu Dhabi Violation Processing Center as it supports all steps within the case verification process.
VITRONIC will also set up a comprehensive asset and resource management system that will include detailed information on every individual enforcement system such as system history, calibration cycles, number of generated cases, and service information on consumable parts. This will allow the Abu Dhabi Police to streamline the service of the enforcement systems and maximize system availability. VITRONIC will support the overall service concept with a recently opened technical office in Abu Dhabi.
