United Bridge Partners (UBP) and ETAN Industries is to work in partnership to provide back-office services for the Dominion Boulevard Project in Chesapeake, Virginia, US.

In March, UBP subsidiary UBP Dominion received a notice to proceed from city of Chesapeake to develop a complete open road tolling (ORT) back-office system for the project.

ETAN industries will serve as a subcontractor of UBP Dominion. It will offer support and assistance in the areas of customer service call centre operations, transaction management, billing, accounting and payment processing services.

"During the 1990s, the vehicle count on the Dominion Boulevard was 18,000. Today, it stands at 33,000 and is expected to reach 42,000 by 2030."

The Dominion Boulevard Project includes construction of a new four-lane toll bridge to cross the Elizabeth River. This bridge is designed to accommodate traffic increases in the area.

Dominion Boulevard Project will be an all-electronic toll collection system, where drivers can pre-pay through an E-ZPass transponder. If a transponder is not present, a licence plate image can be used to issue an invoice to the DMV address associated with the vehicle.

Tolling for the Dominion Boulevard Project is expected to begin in the fourth quarter of 2016.
